How can partnerships between public and private institutions improve the shortage of qualified artisans and provide opportunities for skills training?
The National Development Plan (NDP) emphasizes creating opportunities for individuals to live the life they desire. Education and skills development are critical in achieving this goal. The key objective is to ease unemployment in South Africa, reduce poverty, and address uneven workforce development.
The National Skills Development Plan III (NSDSIII) promotes partnerships between employers, public education institutions, private training providers and SETAs to integrate education and training effectively.
Partnerships are supported by legal frameworks such as Memorandum of Understanding (MOU), Memorandum of Agreement (MOA), and Service Level Agreements (SLA), which define roles, responsibilities, and deliverables.
Motheo TVET College engages with service providers, workplace partners, funders, SETAs, and international collaborators. These partnerships support resource sharing, reduce operational costs, and enhance institutional capacity.
Successful learnership programmes include Water and Waste Water Process Control (NQF Levels 2–4), Plumbing and Electrical Training, Professional Cookery, Driving (NQF Level 3), and Mixed Farming and Animal Production.
The internationally accredited Applied Accounting Technician programme (NQF Levels 2–5), funded by BankSETA, is also a key initiative.
Strong industry collaboration enables students to gain workplace experience required for diplomas. Partnerships with municipalities, hospitality groups, financial institutions, NGOs and government departments support this effort.
International partnerships expand knowledge sharing and innovation. Collaborations with institutions in the UK, Scotland, Wales and Germany help enhance leadership development, renewable energy programmes, and technical training.
Projects include training at correctional facilities, engineering training initiatives, retail practicum development, and incubation hubs supporting small business startups in areas like design, welding and jewellery manufacturing.
